Objectives
|
Discuss the role of socioeconomic, environmental, and cultural determinants of health on the mental health status and mental health care of individuals and populations.
Design and record a public service announcement on a Psychiatric public health issue.
Using the Wisconsin Health Information Organization (WHIO) as an example, describe the role of health plan claims data in developing changes in the health care system that will increase health care quality and decrease health care cost.
Describe the advantages and disadvantages of telepsychiatry.
Appraise the quality of the evidence of peer reviewed medical and public health literature in developing a brief presentation on a specific topic related to preventive health care in psychiatry.
List and describe a variety of community resources available to improve the mental health of individuals and populations, especially those that are underserved.
Engage effectively with Legislators and members of professional medical advocacy organizations in discussing Psychiatric public health issues.

Content

The student will undertake a broad set of experiences that will expose him/her to a number of community resources and organizations. Within the area of public health service, the student will spend time within two different mental health integrated care settings. These models of care have been shown to be cost-effective ways of delivering mental health care to large numbers of patients, thereby addressing a public health need given the serious shortage of Psychiatrists. The student will also spend time at the Program of Assertive Community Treatment (PACT). Madison is the birthplace of the PACT model of mental health care (AKA The Madison Model), which is an interdisciplinary approach to caring for patients with severe, persistent mental illness that involves intensive case management, delivery of services in vivo, and a recovery-oriented focus. This model has been replicated worldwide and remains the gold standard for treatment of patients with serious mental illness in the community (as opposed to in institutions). Other unique public health clinical experiences will include exposure to telepsychiatry (which vastly expands the reach of mental health care to rural parts of the state where few Psychiatrists practice), the Latina Mental Health Clinic at the Mental Health Center of Dane County (which provides care for Latinas without health insurance), and Yahara House (a mental health clubhouse, which is an evidence-based community treatment model for the seriously mentally ill).
Within the area of public health advocacy, the student will work with the Wisconsin Medical Society to receive media training and then record a public service announcement on a Psychiatric public health issue. Additionally, the student will receive advocacy training and hands-on advocacy experience through the Society. Third, the student will attend meetings of the local chapter of the National Alliance on Mental Illness (NAMI), which is a nonprofit, grassroots, support and advocacy organization for patients with mental illness and their family and friends. Finally, the student will attend meetings of local professional advocacy organizations (e.g., the Wisconsin Medical Society, Dane County Medical Society, and Wisconsin Psychiatric Association) together with the Course Director, who is very involved in all of these groups.

Evaluating
|
Course Director Dr. Claudia Reardon will complete a written evaluation of the student, which will include participation in discussions, completion of assigned readings, final presentation, and solicitation of feedback from other involved faculty members. Additionally, Dr. Reardon will administer a brief pre-rotation/post-rotation test to the student for educational quality improvement purposes to ensure that the desired Psychiatric public health knowledge and attitudes are effectively being conveyed to the student via this elective.
